Promote local authority by developing and strengthening the capabilities of the Municipal Government in order to effectively provide necessary basic services to the people; institutionalize people empowerment by enjoining them to participate in local governance in order to achieve a progressive and self-reliant community.

VISION

A peaceful, politically mature and morally reformed society dedicated to alleviate the plight of the less fortunate citizenry who are wallowing in the quagmire of poverty; a society that is concerned with the protection and conservation of the natural resources; a society that could give more to those who have less without decreasing those who have more; a society of law abiding citizens living in an atmosphere of peace and order.
